Wow! I’m surprised they headlined with both abused power AND broke no laws.

That’s actually a balanced and fair interpretation.

Uhhh..that's not what the report says, from my layman's reading. It seems to claim that she violated a statute of the state of Alaska:

Title 39. Public Officers and Employees
  Chapter 52. Alaska Executive Branch Ethics Act
    Section 110. Scope of Code.
