Am I wrong in thinking the report’s findings goes way beyond the scope of the investigation? I thought the panel and Branchflower were charged with investigating her actions regarding Monehegan (sp). I did not read anything that said they were investigation her actions regarding Wooten.

Yes.

On page 2 of the report, it states [my bolding added] that the Contractor

"shall provide legal services to investigate the circumstances and events surrounding the termination of former Public Safety Commissioner Walt Monegan and potential abuses of power and/or improper actions by members of the executive branch. [...]"

That was my thought also. I don’t think that is a minor point either.
