Ford is $2.40, and GM is at $5.00 Man, that is cheap, and sooo tempting.

He is mostly making obvious that the govt is clueless and impotent. First step is to understand the problem (bank insolvency). Second step is to do something to directly help the economy and shoveling money into insolvent banks does not help the economy. The more money that is put into those black holes now, the longer the recession will last.
