So if they were cleared in 2004, why have they been in Gitmo all this time? Was the military trying to protect them by not sending them back to China? Quandary of what to do with them? This is way confusing.

In 2004, their status as enemy combatants was changed and they were cleared for release. Bull. There was 3 or 4 who where deemed No Longer Enemy Combatants and they were released to Bosnia in 2006.
