In the event that the supervisor of a home education program fails to submit additional documentation pursuant to subsection b. of section 8 of this act, the home education program shall be deemed unsatisfactory in providing an appropriate education and children in the home education program between the ages of six and 16 shall be promptly enrolled in the resident school district or a nonpublic school.

The left hates homeschooling because it bypasses the leftist indoctrination of public schools. All the more reason to support homeschooling.

A supervisor of a home education program shall maintain on file for each student enrolled in the home education program a portfolio of records and materials including, but not limited to:

a. a student record that lists reading materials used, samples of writings, worksheets, workbooks, or creative materials used or developed by the student;

b. for students in grade levels three, five, and eight, the results of nationally normed standardized achievement tests in reading/language arts and mathematics administered by the supervisor or the results of Statewide tests administered by the resident school district. The test administrator shall not be the student’s parent or guardian; and

c. an annual written evaluation of the student’s educational progress as determined by a qualified evaluator, who may be a licensed psychologist or a certified school psychologist, a teacher or administrator of a public or nonpublic school in the State, or any other individual approved by the superintendent of the resident school district. The evaluator shall not be the supervisor or his spouse or the student’s parent or guardian. The evaluation shall be based on an interview with the child and a review of the materials collected pursuant to subsections a. and b. of this section and shall certify whether or not an appropriate education is occurring in the home education program.

Unbelievable. So, when are they going to place the SAME REQUIREMENTS ON PUBLIC SCHOOl STUDENTS?? Socialist monsters.

8. a. In the event that the superintendent of the resident school district determines, based on his review of the portfolio submitted pursuant to section 6 of this act, that the home education program is unsatisfactory in providing an adequate education, he shall provide written notification of his determination, specifying what aspects of the program are inadequate, to the supervisor of the home education program.

b. Upon receipt of the written notification, the supervisor of the home education program shall have 20 days to submit additional documentation demonstrating that an appropriate education is taking place for the child in the home education program.

9. a. In the event that the supervisor of a home education program fails to submit additional documentation pursuant to subsection b. of section 8 of this act, the home education program shall be deemed unsatisfactory in providing an appropriate education and children in the home education program between the ages of six and 16 shall be promptly enrolled in the resident school district or a nonpublic school.

b. In the event that the supervisor of a home education program submits additional documentation pursuant to subsection b. of section 8 of this act, the superintendent shall review the additional materials and issue a new determination on the adequacy of the program. If the superintendent again finds the home education program to be unsatisfactory in providing an appropriate education, the matter shall be referred to the local board of education to consider termination of the program. The board shall have a hearing no later than 30 calendar days following the day on which the superintendent issued his final determination. The decision of the board shall be made within five days after the close of the hearing. If the board finds the home education program to be unsatisfactory in providing an appropriate education, children in the home education program between the ages of six and 16 shall be promptly enrolled in the resident school district or a nonpublic school. Any appeal of the board’s decision shall be made to the Commissioner of Education within 90 days of the decision.

So?....Who is holding the government schools accountable?

Perhaps a homeschooling mom should be assigned to “supervise” a government school class room. If the teacher fails at his/her job, the teacher should be fired and the kids forced to homeschool.

Maybe parents should be **forced** to provide a notarized letter to get permission to use the government schools? They could beg permission from a a board of homeschoolers.

The title puzzled me for a sec till I realized they weren’t talking about the same kind of assembly I’m used to talking about. Like “I go to Broken Arrow Assembly, where do you go?” At first I thought someone from New Jersey Assembly was giving homeschoolers grief and I was mighty puzzled!

Heh...talk about cultural differences, eh?

Bad news. We’re about to move back to NJ. :)

Up to this point, NJ homeschoolers, believe it or not, have enjoyed some of the most lax regulations in the country. In effect, there are none - the homeschooling parent is under no obligation to the state to provide any accountability whatsoever, unless a situation exists where it becomes necessary. In other words, the state has to prove cause for concern.

A few years ago, back in 2002 I think, before we moved to Ohio, some female Dem talked up a bill requiring mandatory annual physical exams. It was a knee jerk reaction to a couple of CPS cases gone bad, where the kids were said to have been “homeschooled” and then showed up dead or starving.

The homeschool movement in NJ, through protests at the state house and such, quashed it so effectively that it was never even introduced in committee. And this was with McGreevey as governor! Hopefully this will be the case this time as well. The way they are in NJ, I can see a real heavy hand coming down on homeschoolers as a result of this kind of legislation.

HSLDA and several homeschool associations are working to defeat this bill before it comes to a vote. Hopefully, they will be successful. They’ve been keeping in touch to let us all know if further action is needed. We coordinated our efforts in the past to defeat earlier bills, and everyone is ready to do the same with this one. In the meantime, we’re waiting patiently.

Not even in my worst nightmares did I ever believe such far-reaching legislation would ever be proposed here. The good news is, the bill hasn’t even been discussed by the Education Committee yet. Hopefully, someone will recognize it as being over-the-top, and it will be dropped early.

Dude, they weren’t some of the most lax. They were THE most lax.

I don’t even know of anything that would have caused this, either.

Basically, schools ignore us and we ignore them. We make our own sports teams and buy our own books, and they stay out of our hair.

Hey, quit talking about them in the past tense! :) I agree, they're wonderful - when we first started homeschooling we lived in North Plainfield and we were shocked, just shocked that liberal NJ left the homeschoolers so completely alone.

So do us returning residents a favor, will you? Make sure this bill gets killed before we get there! I was so looking forward to not having to file my paperwork anymore, like we've done here in Ohio for the past four years.

We'll be there sometime after the beginning of the year, probably, so that gives you guys about 3 months. ;)
