Wait I got it. The penitentiary system is so over crowded that the Justice Department needed to remove 5000 inmates from the system. They couldn't just let them go of course so had to kill them.

They called Ashcroft to see if they could just kill 5000 prisoners and Ashcroft said no. George Bush said YES. So Bush fired Ashcroft and replaced him with Gonzales. Gonzales said sure but we need cover so nobody notices.

George Bush called Rove and said "Karl I need some way to kill 5000 prisoners so nobody notices". Karl says "hey I got this new weather machine I wanna test out". Rove fires up his Hurricane-o-matic and sends one at Louisiana as cover so that the Justice Department can kill off 5000 prisoners with nobody noticing.

It's crazy enough it just might have worked except damned McKinney found out all about it when she tried to pass the guard post getting into the Capital. In the tussle she bumped into Karl Rove who happened to have the documents outlining the project and pocketed them all.
