On the edge of downtown Los Angeles, overlooking the 110 Freeway, stands a 29-story office building that boasts many of the trappings of a modern corporate headquarters: a cafeteria with flat-screen TVs, a state-of-the-art media production center, an on-site dry-cleaning service.
The tower is the headquarters of the Los Angeles Unified School District

In LA, every interest group, racial, ethnic, political and on and on has to have their representative in the district office. Their job: to speak for the community. Never mind that the school board is elected to do that.
No Child Left Behind has caused a boom in school admin. Many educators have been “promoted” out of the classroom to much better paying jobs managing NCLB programs.
Tons of money coming from state and fed for NCLB. To get it, you need more busy work folks filling out forms, doing reports , gathering data and taking up tons of teacher time with special programs.
For the children.
If we don't raise taxes in the state we wont be able to afford assistants to the assistants of the assistants.

Ray Cortines got his start at Covina High School in or around 1963. I graduated in 1964. He was kind of a smarmy, slicky boy then, who tried to be all the popular kids (read cute cheerleaders, songleaders etc) coolest buddies. At that point, he was the slickest, best dressed mexican/American I ever saw. He had the glib talk to match and had every District bigwig eating out of his hand. By the way, I never saw him schmoozing with any mexican/American students. I never did trust him.
Logical he went far in the professional 'education' field in California.
