Fighter pilot terminology (although McCain was an attack/Scooter driver): Observe, Orient, Decide, Act. It's the key to winning in aerial combat and Barone had a great piece on how McCain is using it in his campaign to outmanuever Obama.

Furthermore, the key to OODA loop research is that the pilot who makes BETTER decisions (the D of OODA) doesn’t win the fight. Rather, the pilot who makes FASTER decisions wins to dogfight.

To be inside your opponents OODA loop means to be so proactive that it is constantly throwing your opponent off balance and rhythm.
