Hee-hee.

The governors were supposed to rule over the people of their states. The president was supposed to manage inter-state issues, commerce, national defense.

The president was not supposed to rule the country.

That's why Congress was split into two chambers, with the Senate being appointed (not elected) by states, so that states have a separate seat at the federal table.
