Allow the people to arm themselves, and when a felon like this one is killed, rather than convene a grand jury to investigate the killing, present the citizen who killed him with a financial reward and the keys to the city.

The best aspect about concealed carry is that you have no idea if the person next to you is armed. If just 10% of the Philly (if the world needed and enema, philly is the place of insertion) populace would be armed a crime like this would likely not happen.

It isn’t the weapon or the upright citizen carrying ... it is not knowing for sure who is. With just 10% carrying ... think of the poor odds for an execution style murder in the streets. Even a dirtbag thug can figure odds are against him.
