I think what it really comes down to is that Joe Biden is desparately trying to retain his title as "Dumbest Man in the US Senate."
He's faced such stiff competition from Schumer and Durbin and Reid this year that he can feel the 'three-peat' title slipping away.

What is the name of that act Rush cited about 20 minutes ago that Clinton signed in 1999 that opened the door to all this crazy lending that caused the collapse?
