I lived and traveled around southern Arizona for several years and can tell you that the Border Patrol and now ICE have a way too few people to do what they're asked to do.
There just isn't enough ICE mole whackers to stop the kilo cowboys from going back and forth to Mexico.
And sadly I doubt that it is politically possible to stem the tide of drugs.
