any electoral vote challenge in a split situation would go back to the Governor

If you're talking about the MI House and Senate designating the recipient of electoral votes for MI, only they can do it. Under Article II of the US Constitution the Governor has no authority over Presidential electors whatsoever.

If there is a dispute of the Electoral College that is Split between the US House and the US Senate, the decision would revert to the Governor of the State (Bush V Gore).
