Homemade Submarine Found Stuffed With $187M In Cocaine

KEY WEST, Fla. -- The U.S. Coast Guard discovered 7 tons of cocaine on a homemade submarine that featured sophisticated navigation equipment.

Coast Guard officials said the apparent Colombian drug runners were taken by surprise on the 70-foot vessel.

The sub was stuffed with $187 million worth of drugs.

Four people were taken into custody in international waters.

The vessel and the people aboard were on their way to Key West Thursday.

The bust happened off the coast of Costa Rica after a U.S. Navy airplane spotted the sub.

I'm not up on legal matters, but this surprises me. Who has jurisdiction in "international waters"? This sounds like piracy or privateering to board a ship at sea and take the contents, while holding the crew prisoner.

Don't get me wrong: I'm not a libertarian and I do support the war on drugs -- but I would have thought that the ship would have to be in territorial waters before being seized.

(1) I highly doubt that a 70-foot submarine that was considered seaworthy to travel from Colombia to Florida in hurricane season was "homemade."

(2) This values a gram of uncut cocaine at $28.

Has the price of cocaine been dropping?

If you’re taken in INternational waters then what is the charge against them? I mean is it against US law to have cocaine in international waters. Sounds like we stole their sub and contents. Why not track them until they’re in OUR waters?

AND The Coast Guard is despirately trying to get a law that prohibits non-flagged semi-submersable vessles from international waters.

There is an immediate solution for these international pirates. A few well placed 50 CAL rounds will sink and permenantly elimenate these international navigation hazards. No bio hazard.

Who has jurisdiction in "international waters"?

If the US believes that a vessel in international waters is on a course for the US with the intention of violating US waters or committing crimes against the US, it will be intercepted by US authorities.

If the government of which the interceptees are citizens have a problem with that, they can protest or take it to the international courts.

This sounds like piracy or privateering to board a ship at sea and take the contents, while holding the crew prisoner.

The motive is not profit and the cargo is illegal anywhere the crew were headed. In every possible jurisdiction the crew could have reached, they were in the commission of a felony.
