#3) Chavez runs an incompetent and corrupt regime. You can be sure they won't properly maintain whatever boats they do get from the Russians;
#4) Those floating targets, a.k.a. Russian subs, are an opportunity to send a message to Pineapple Head, when they disappear under mysterious circumstances courtesy of the U.S. Navy. ("What, you've lost ANOTHER submarine?")
