How do we know that these flags were destined for the trash? The flags in the picture looked like they were being held to use.

This photo looks the flags were being “stored”. Perhaps not in the most honorable fashion, but rolled up, just flags, etc.

The numerous other photos show flags mixed in with other garbage.

As with most things there is probably some truth in both of the statements. (The flags were being stored - the flags were garbage).

Wow, I thought they were talking about little paper flags. These were real flags in the gargage.
