Congress is bi-cameral, Senate and House of Representatives. "Congress" does not solely refer to the House, "Congressmen" are not solely the members of the House. If a president doesn't have the votes from Congress, that means he doesn't have a majority in both houses in order to pass legislation.
At least, this is how it works, according to the Constitution. Considering how Obama sees things, not just on this issue, but as when he said "We need good people in Congress, I am going to get good people," one has to wonder if he's ever actually read the Constitution at all.

Bubba Clinton’s favorite device for promulgating new public policy initiatives was the Executive Order, so clean, so direct, so free of the hassle of trying to convince a herd of fractious elected representatives of the people. By the time a challenged Executive Order works its way through legal/constitutional judicial process, a whole lot of formerly privately owned firearms could be melted down.

I agree. Why not clearly state his administration would respect the rights of law-abiding citizens. He could go one further and pledge his administration would aggressively prosecute criminals who use firearms to commit crime.

You need the right tools to do any job and do it right.
At times, I've suggested something not quite the same: "Even if there were enough votes in Congress to ban all abortions, any party that tried to do so in today's political climate would find itself unelected in two years and its legislation repealed." Somewhat similar to Obama's statement, but also very different. Obama's statement says he'd be unlikely to succeed, but doesn't say he wouldn't try. My suggested statement above would make clear there was no intention of even trying.

Clearly he does not understand the true problem, which is the 2nd amendment is a fundamental right.
It offends me highly to think any POTUS, Congress critter or anyone else can take away that right.
I wonder if Obama would be concerned if the pedophile who lived down the street come over to let him and Michelle know, he is reformed and would never think of harming his children.
