A “job bank” is nothing more than a consolidation of printed advertisements for employment. If people haven't figured out how to use Hotjobs or Careerbuilders by now they weren't going to make it anyway, with or without a job bank.

Those are good, but SimplyHired.com is a real job bank. It consolidates the listings of multiple job sites, and crawls company career postings too. Try it!
