PLANT CITY -- Two young fishermen walked across the street from a pond to give some of their catch to Harold Gene Beall, 66. That's when they noticed a cat's paw sticking out of a barrel on his property. It was clinging to life.
The children, ages 10 and 14, told an adult, who called Hillsborough County Animal Services. Investigators went to the scene, and deputies arrested Beall and charged him with animal neglect. The barrel was on his property at 3808 McGee Road, Animal Services spokeswoman Marti Ryan said.
He later admitted to submerging the cat in water, she said.
Investigators also found a decomposing cat in a barrel, she said. The investigation is ongoing, she said, and no other information about other possible findings is being released.
Beall was released from jail this morning, and Animal Services plans to prosecute his case.
The cat wasn't his, he said, so Animal Services is treating it like a stray. But it wasn't feral, Ryan said -- it's too friendly. They're holding it for five days so an owner can claim it. If no one does, they'll go a medical check and put it up for adoption.
"Thank goodness the young fishermen had been observant and been proactive and humane to notify the adults in the household and have them call us, because certainly we would have never known," Ryan said. "Our feeling is that this cat would have met an untimely demise."

Just let my guy in, didn't really want another cat but knew he'd likely be euthanized if not adopted if I took him to the shelter, plus winter was coming on so I decided to get him inside where it's warm. I think he's been abused, took a long time to earn his trust, so loving with me. Won't step over the threshold to come in the house unless I nudge him (wanted to water some stuff outside so made him go in until I was ready to come in) or I am standing on the inside of the door. He won't let a little kid near him, but is getting ok with my granddaughter at least. He still thinks my one that died a couple months ago is still lurking in here and ready to pounce on him which she never did. He could have cleaned her clock if he had wanted to, animals are funny in the pecking order that way.
Somebody was proud of how he drowns squirrels like this on a garden forum with many approving and wanting to know how he set his bucket trap. I can live with hunting them to eat or there's no other way but would rather capture and relocate if they're that bad. I think that might be against the law to treat a squirrel like that, don't know, think I'll try to find out.

I don’t understand why some conservatives feel the need to act like it’s okay to abuse animals. I don’t put them on the same level as a human or human life, but animals should be treated well.
Exactly. I see them as bullies....small men who were picked on all their lives because of their deficiencies and turn around and pick on a defenseless animal to make themselves try to feel like they are worthy. They are angry people who lost their way and have become a danger to society. I can also see them as those evil psychotic high school kids who go on a killing spree in their high schools.
Probably because mommy didn’t give them enough attention. I’ve already accepted the fact that I will be doing time if I see someone (young and old) abusing an animal. I volunteer at an animal shelter so I know what kind of people is out there.
