Your animal should not be running lose, period, it does not know where your yard starts are stops. Whether someone took it are someone ran over it it is all the same, either one could happen.

And that has happened to children as well. And you used the term convicted of neglect not I. I said children have been removed for neglect.

Ahem. I have a low fence around my courtyard, and my cat *does* know where my property is. He shows no interest in going outside of it whatsoever.

There is also a device known as an “invisible fence” which is quite effective at keeping your animals inside your property.
