I hope the victim is from Pennsylvania, and it wouldn't be surprising if he were: we all have guns (some of us have lots of guns.) But his truck has a New Jersey license plate and East Stroudsburg is right on the PA/NJ border. I hope he just hasn't changed his license plate yet. It's much less likely he has a permit to carry if he's a New Jersey resident.

I seem to recall that the Philly DA went on a tear about Philly residents getting NJ plates and drivers licenses to save on insurance a while back. This could be such a case. I too hope this doesn't jam him up.

If he's a NJ resident it's virtually impossible that he has a gun carry permit. Unless of course he's a high ranking Democrat politician, or very wealthy, or a celebrity, or all three rolled into one.
