Actually Truman's wasn't that good. The cutbacks in the armed forces were immense.At the start of Korea the US 7th Fleet had one full size flattop and one escort carrier. The Marines could only provide a provisional brigade for the first three months.
These were results of emphasis on atomic diplomacy and nuclear monopoly. Ike did much then same, though more naval force was developed, his DoD still made the Army and Marines step children for the Navy and USAF.
