The implication of passing out the condoms is that they expect their delegates to be fornicating while away in Denver hundreds of miles apart from their significant other.
What happens in Denver, stays in Denver? They assume the delegates are too irresponsible to provide their own protection. I guess John Edwards was a bad example.
