i had the same problem at my old house....both of the damn things would charge the fence and stick their noses through them and try to bite whatever they could, while the owners sat on the patio and watched....one time we were laying landscape timbers when the things attacked....i happened to have a timber in my hands when they hit the fence...i believe i knocked a few teeth out of the mouth of one of the dogs....i then looked directly at the neighbors and asked if i could put up a privacy fence ( city ordinance required the neighbors approval to put up a privacy fence ) they had no problem, and the dog problems stopped
I dig weeds and garden right beside my fence whilst being growled at and having the thing gnarling the fence trying to get at me, just a few inches away. They have wound up with a hand spade full of dirt in their mouths and eyes many times........
