A man suspected in the massacre of 19 men, woman and children during a Baja California drug war 10 years ago has been arrested in Los Angeles and returned to Mexico where he faces murder and other charges.

33-year-old Jesus Ruben Moncada was taken into custody Thursday night while taking out the garbage at his home in East L-A. He was allegedly a high-ranking member of the Felix Arellano drug cartel, who in 1998 helped gun down 19 people during a raid on an Ensenada ranch in search of a rival pot smuggler.

Moncada was arrested on an immigration violation Thursday, and on Friday he was handed over to 500 Mexican federal government agents massed at the Tijuana crossing, the U.S. Immigration and Customs Enforcement announced.

Mexican authorities allege that a decade ago, Moncada was a high-ranking member of the Felix Arellano drug cartel known as"El Guerro Loco" -- the Crazy Warrior.

He faces first-degree murder, attempted murder and kidnapping charges in Mexico for the execution-style slaying of 19 people at a ranch outside Ensenada.

Good to know that he will not die for his crimes down in ole Mexico. Thousands killed by drug cartels but no death penalty...Liberalism at its wonderful best.

He was just here doing the "handyman" work that Americans won't do.
"What is the world coming to? I mean look at who your neighbor is," neighbor Julio Barajas said.

"His mother and my mother were friends," Barajas said. "He was a good guy, a family man."

He said Moncada talked little about his past, but said he had come from Oregon to be a handyman.

I'm only amazed the LAPD was allowed to arrest this guy at all. What with "General order 40" and all, gang bangers are free to roam at will without fear of deportation. Civilians are being gunned down right and left from gang-banger illegals here in California.

This is obviously some sort of BS deal the local government has concocted to try and take the heat off them for "Jameil's Law" and the recent San Francisco murders of a father and his two sons by gang bangers. Now Antonio Villaraigosa (Tony Vilar) and San Francisco BS mayor Newsome can brag that they are really doing something.

I bet this a**hole is roaming free from a Mexican jail within a very short time.
