Authorities need to determine the extent of tax-exempt bond revenue used for illegal activities involving the Democrat Party. Tax-exempt investors may have been misled and the IRS may have also been deceived. (Stolen money is taxable.) Government computers and equipment (printers, faxes, email, and other electronic devices) may have been used in government fraud and to enrich the Democrat Party.

Tax-exempt investors need to know whether tax-exempt bond revenue was used to underwrite fraudulent activities. Sen Malcolm Smith said Sen Jeff Klein (D-Bronx) would be his "enforcer." The two may have engaged in a conspiracy to illegally convert tax-exempt bond revenue allocated to the Senate Minority Leader's office. The two may have engaged in money laundering to subsidize illegal activities involving the Democrat Party.
