No, they are planning a ground detonation in New York city. This EMP stuff is just a red-herring. They want to do the real deal, and we must be ready to both stop them, and deal with the consequences should they be successful. 2010-13 is the window I believe.

We shouldn’t even be having this discussion.
The Mullahs should have been taken out already.
But failing that, I’ve read that such an EMP attack is not as simple as it’s being made out to be. For a continentwide short-out the missile has to detonate nearly 100 miles up and be at least a megaton in strength.

I don’t think an Iranian-style atomic bomb is capable of causing widespread EMP damage, anyway - but a big Russian H-Bomb might, if Putin is in a lending sort of mood because of the Georgia situation.

Can a Shahab-3 fly to Kansas from off the Eastern Seabord?
Can the Iranians produce a megaton warhead that can be carried by the aforementioned?
