WASHINGTON (CNN) -- A policy memo by Sen. Hillary Clinton's one-time chief strategist challenging Sen. Barack Obama's "American roots" could make it difficult to close any remaining gaps between the former rivals, the magazine writer who revealed the memo said Tuesday.
Mark Penn was Sen. Hillary Clinton's chief strategist until April.
In a March 2007 memo, Mark Penn, Clinton's former chief strategist, wrote, "all of these articles about his boyhood in Indonesia and his life in Hawaii are geared toward showing his background is diverse, multicultural and putting that in a new light. Save it for 2050," according to Atlantic magazine writer Joshua Green.
"It also exposes a very strong weakness for him -- his roots to basic American values and culture are at best limited. I cannot imagine America electing a president during a time of war who is not at his center fundamentally American in his thinking and in his values," Penn wrote.
Penn was forced out of his position as chief strategist in April after revelations that he lobbied for a U.S.-Colombia trade deal on behalf of the Colombian government despite Clinton's opposition to the measure. Penn, however, never left the campaign entirely.
The magazine article was posted on The Atlantic's Web site Monday evening. It will also appear in the September edition of the magazine, which is expected to hit newsstands August 19.

Wow, it sounds to me like Penn was way ahead of the curve and nailed it a year before most people did.
This coming from the campaign of the woman who is the very distillation of main-street America.
Let’s all get more popcorn. This could be fun to see.
You could see some McCain ads come out of this. If this is what Hillaryland thinks of Obama, this is hardly helpful to the Obama campaign to win over Dems. who didn’t support him in the primaries, much less independent or disaffected Republican voters.
The Clintonoids are setting up the scenario about Obama’s DUAL CITIZENSHIP or fake Birth Certificate.
Of course, but the Dem faithful, hynotised by the cadence of his melodious speech, hung up on pigmentation over substance, looking for a rockstarmessiahevangelistsupershrink fell for him.
This coming from the campaign of the woman who is the very distillation of main-street America.
Another of the memos released urges Hillary to include a line in every speech about how she “grew up in a middle class family in the middle of America”. This of course to make us think that she’s the All-American girl. The reality that she’s a liberal Democrat will then be hidden because they didn’t want the voters to think about that.
This must be what got some discussion on yesterdays Foxnews Special Report with the panel....hope McCain picks up on it in some way.
“It also exposes a very strong weakness for him — his roots to basic American values and culture are at best limited”
I thought we were “wrong” to point out his church of 20 year’s anti-American stance.
The blame America First crowd (at home and abroad) love the guy.
Penn had every right to say what he did. And who knows how accurate it is? This is just another attempt at PC censorship.
If Hillary is, she waited too long, but you could be right. Like Bill said, the Constitution sets the qualifications, the voters decide. I don’t think they’ll shed any tears if McCain wins. Bill will be yammering “I told you so” for four years.
No big surprise. We would all like to know what Obama’s roots are. He still hasn’t proven that yet. When will the government step in and qualify him?
Personally, I question if that's Hillary, but it's kind of Main St. A posed shot, of course.
” ... I cannot imagine America electing a president during a time of war who is not at his center fundamentally American in his thinking and in his values,”
Neither can I, Mark, neither can I.
But then again, in 1992 I couldn’t imagine electing white trash from Arkansas, either.
Obama’s campaign raised only $500,000 to help retire Hillary’s debt. They don’t much care about what she does.
NOt that WE can’t enjoy all this, but the Clintons are playing a very dangerous game. How do they think they can so obviously sabotage Obama in ‘08 and expect (should he lose) that they will attract his base for her in ‘12? Do they think people won’t remember how they’ve behaved this year. Even Dems aren’t that dumb, are they ?
“wanted to highlight Obama’s lack of “American roots”
Which is a darned good reason he shouldn’t be president. Why is Obama’s hatred of America, total lack of experience, fuzzie background, Muslim past, biographical dishonesty, leftist and corrupt connections, middle name and anti-Semeticism considered so @!&#%*&! SACRED??!!
plus in four years or eight she’ll be even mustier than she is now. She’s OVER.
