This appears to be a pattern and practice in our law law enforcement agencies where a lack of training and supervision is apparent.

This does not evince a "lack of training." The consistency of the raids across the country shows that the Officers Of The Law are following their training exactly. The license to shoot pets is obvious because it is almost always done no matter what sort of pet it might be and no matter whether the pet "is threatening." It is probably better to have a dog on the premises when you get raided 'accidentally" so that the police have something to shoot other than yourself.Actually I suspect this raid was some sort of political payback. Maybe the mayor had refused to pay up.

The assassination of the second dog shows this is a policy. The first may have presented a threat that could justify shooting it. However, the second was running for his life and the thug just ran him down and butchered him. There's no way that would have happened if the thug wasn't following some kind of instructions.
