I saw that! On a personal note...today as I was putting my cat outside I thought, you know...gotta keep an eye on her, I’d hate for someone to do her harm.

re:really odd dollar and cents amounts.
My guess - foreign currency conversion to US dollars.

Not so. US donors. I also looked at possible store sales. The only things you can buy not ending in .00 are tee shirts for 20.08 and a couple of items ending in .05.
Ok...I'm a novice at this. Hope it's not too big!

I see that 35,000 contributions totaling over $3 million are in really odd dollar and cents amounts. The other oddity is that these kind of donations were made in larger and larger numbers (meaning in from numbers of donors) as time went on in the campaign. The "odd dollar and cents amounts" could mean charges to stolen credit cards to make it appear these were legit purchases rather than even-numbered contributions that would stand out on one's c/c bill.
Wonder if it has something to do with the recent c/c hack of retailers.
The DOJ said the information hacked from retailers including TJX Cos, BJ's Wholesale Club, OfficeMax, Boston Market, Barnes & Noble, Sports Authority, Forever 21 and DSW was stored on two servers in Ukraine and Latvia - one with more than 25 million credit and debit card numbers and another with more than 16 million numbers.

That is a similar to the stunt that was pulled with people’s credit scores. Small amounts (still in 10s of thousands, but small relative to the full amount) of monies were applied to people’s credit scores to secure the financial creative mortgages to flip homes.
Maybe this is how it is related to the voter fraud. How much data do these people have to float charges of monies on people.

You see what I'm looking at re: the dollars and cents. Donations in these amounts make no sense (no pun intended) at all.
What to make of it? They are, of course, reporting the donations in excess of $200 even if they are odd looking, but the amounts under are not reported at all (other than total data dump). Who contributes in these amounts?
"Sure honey, let's give $1,389.23 to Senator Obama."

It does make sense as to what Liz is saying. Odd ball amounts floating on unsuspecting credit card charges wouldn’t necessarily raise a red flag.

Obama almost literally came from nowhere and has raised a fortune seemingly based on charisma and rhetoric.
There have to be strings attached:
