Gov. Arnold Schwarzenegger has proposed a temporary one-cent increase in the state sales tax for the next three years in exchange for long-term fixes he believes would solve the state's perennial budget woes, several sources familiar with the negotiations said Monday.
The governor's proposal comes as he and lawmakers are 35 days into the fiscal year with no approved spending plan.

“Bring back Gray Davis!”
God no.
“Oppose my tax increases, and you will be terminated”
You are right — I have a friend in CA, he runs a contracting business. He has had no work for months, laid everyone off and is preparing to move out. He has been doing contracting for over 30 years, says the housing market ‘just quit’.
Certainly not here.
All he wants in exhange is a "rainy day fund"? WTF is that?
No caps? No cuts? No elimation of funding guarantees?
What a loser.
Hey Governor, take your 1% and shove it up your tight Austrian a$$.
I know this whole minimum wage executive order crap was just a bunch of BS to put pressure on the Republicans. Not the Democrats though, he's been working behind the scenes with them the whole time.
What a loser.
Thanks for the ping and now I've been pung!
This Governor has no soul and is a pile of dung!!!
That's still on the table. The Repubs could always 'compromise' with a 1/2% sales tax increase and make the rest up in income taxes. Nice.
Maybe a windfall profits tax on the film industry would be a good move for the Girly-man.
I have a suggestion for the appropriate place to shove that stogie he’s smoking....
Big Hollywood.
Like I suggested before since the Guv is such good friends with Holywood and Hollywood wants tax increases, I propose a tax on every movie’s gross collections until the deficit can be made up. We can start with Messrs. Geffen, Spielberg and Weinstein on a percent rate of this movie tax.
No, Arnie. Cut the state payroll by 20 percent. Then we’ll talk.
If the GOP in the state legislature goes along with this scheme they are crazy. Unbelievable.
He would be quite wrong. It will have the opposite effect.
The RINO has spoken—TAX and TAX some more is the mantra of the left. Arnold should just switch parties to the Dimocrats where he belongs. Once a tax goes up it never goes down outside of a revolution. Terminator, say it aint so.
TOTAL RECALL
They won't. Period.
The Counties and cities told him straight that the proposed waiver of Prop. 42 funds and another ERAF shift of 1A funds would collapse local government. I know, coupled with federal loss of Secure Rural Schools and Communities monies, our County would be left with only 1/3 of its road dept. revenues. The scheme was to have us borrow to backfill what the state held back and they would pay it back to us in the future - With what??? They are so deep in debt - they are not going to miraculously get windfall revenues to pay us with.
They need to abandon the foolish draconian Global Warming round of regulations, the expansion of clean water regulations, the oil exploration and power development regulations and heck, regulations in general. This is not a business-friendly state and it is choking itself with over-regulation. Cut back regulatory staff funding and give us our freedom again.
