How can the White House call Congress into session anyway? Isn’t that a violation of the separation of powers?
Article II:
‘on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper;’

Article II, Section 3 of the U.S. Constitution gives the President the power to call Congress back into session.
Article II, section 3: “he (the President) may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper...”
