House Republicans to Resume Floor Protest on American Energy Monday (Boehner calls for action)

Washington, Aug 3 - House Republicans will be back on the floor of the U.S. House of Representatives again Monday to continue the unprecedented protest that began last Friday, when dozens of Republicans joined hundreds of American citizens on the House floor to protest Speaker Nancy Pelosi’s (D-CA) decision to send Congress home for the rest of the summer without a vote on legislation to lower gas prices and move America toward energy independence.

In an urgent memo sent to GOP Members and staff Saturday (“A Call to Action on American Energy”), Republican Leader John Boehner (R-OH) and Whip Roy Blunt (R-MO) hailed Friday’s action, which was led by Reps. Mike Pence (R-IN), Lynn Westmoreland (R-GA), Tom Price (R-GA), and others, and encouraged House Republicans to return to the Capitol beginning Monday morning to help keep the historic effort going.

“It’s not a request we make lightly. But the American people are suffering,” Boehner and Blunt said in the memo. “The consequences of continued congressional inaction on gas prices are unacceptable. We’ve called on the Speaker to call Congress back into an emergency session this month and schedule a vote on the American Energy Act. We must continue to make a stand until the Speaker complies.”

“We realize not everyone can be in Washington next week. But if you can be, we ask that you come to the Capitol, join our colleagues, and lend your voice, beginning this Monday at 10:00 am,” the GOP leaders wrote. “If you can’t be in Washington, we ask that you contribute to the cause in other ways – such as spreading the word among your constituents, writing an op-ed for your local newspaper, or taking our ‘all of the above’ energy message to your local airwaves.”

“Republicans stand with the American people. We share their passion and determination for energy independence, and we’ve pledged to fight boldly until Congress heeds their will,” Boehner and Blunt concluded.

Ah. Interesting trick. That would mean that Lieberman would have to change sides, causing Reid to be replaced by McConnell, before the Senate could adjourn. Only then would the president be able to call Congress back into session. So it’s a bit more complicated than I thought.

I'm not really sure how well that would work. Article 2 Section 3 of the Constitution says:

He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

Couldn't he just recall the House? I'd love to see it just to spite Pelosi!

No sadly CSPAN is not. The agreement allows the Speaker of the House to decide when to shut the cameras of if memory serves and she ordered them off.

Ah, again. "...or either of them." You may be right. If so, the president can call the House back into session.

But technically, the Senate is in session, but just for 5 minutes per day to prevent the president from making recess appointments. The Senate would also have to vote on drilling, but the Senate would not schedule it until the so-called "recess" is over in 5 weeks. Even then, don't discount a filibuster.

So it's a chess game now.

Yes it is and Rep Culberson is ploting strategy with people in public on his Twitter channel. He addressed the Senate's move as such:

Someone asked him:Roger that. Another question: what's up with GOPers Gilchrest and Jones voting for adjournment?

He answered with: It is exceptional - the liberal (no party label) Senate leadership also want to prevent Pres from making recess appointments

So we can not just blame the dems.

I think this is great, but you "elected folks" really need to remember who pays the bills, and who works for whom. You screwed around with our money AND OUR LIBERTY for way too long and you let us down BIG TIME.

Have you figured out that we're really tired of B*llsh*t from BOTH sides of the aisle?

This is a good step. Now let's see if you can go the distance.

That makes it two-step process.

The first step is to continue the efforts in the House to provide the cover for the president to call the House back into session.

The second step is to shame the Senate into coming back into genuine session to address the issue. That one is going to be difficult. The only way I can see it working is if the people raise absolute holy hell with Democratic senators.

I think this is a job for Rush.

I agree entirely with the first. The second is a bit easier I think. To call the Senate into session only requires a quorum I believe. Article 1 Section 5 of the Constitution says this about a quorum:

Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

If I am reading this right all we need is 51 Senators. If we can whip all the repubs into line, all we need is two dems. I am no lawyer but it seems clear to me.

Thanks for the answer.

I thought the whole point of C-Span was a Gubmint public service for the 5 undecided citizens in the population of the unwashed masses to know what the bourgeious ruling elite were doing.

So I guess it is up to the internet to tell them instead of TV.

I saw a headline that said that the Coward of Crawford said in his Saturday address that there would be no call for a special session.

I like that, eeevil. The only thing I would add to that is that we need to start building this from day one. We need to make a real effort to fill up the House chamber each and every day. Based on what I've been reading, they have only really committed to a week. We need to make a strong showing this week to show them how much we need them to keep fighting until there is a vote.

Right now, if they quit with no vote, we lose the momentum. We need to make sure they see this through to the end. It is too important.
