There don't seem to be many standards in either country for legal immigration (with the possible exception of Caucasians), and of course illegal immigrants enter with no controls whatsoever.
See above regarding Canada's standards for immigrants. As to illegal immigrants, Canada has a much lower percentage of illegals than the US- the high number I've seen is maybe 120,000, which translates to maybe a tenth of what there is in the US, based on population.
