Bush blames Congress for not acting on gas prices

The president again pinned the prospect of oil drilling off the coastline considered a long-term energy solution to today's high gas prices for consumers.
"The American people are rightly frustrated by the failure of the Democratic leaders in Congress to enact commonsense solutions," the president said.
Bush acknowledged that development of oil resources in waters off the coastlines, an area known as the Outer Continental Shelf, would take time. But he said that only creates more urgency for Congress to lift its legislative ban on drilling in these protected waters before lawmakers leave Washington for summer break.

I don't know -
but does the Constitution provide for the President to declare a national emergency and immediately commence domestic drilling and refining? Is such a thing possible or must a people allow a sitting Congress do great harm and possibly irretrievable damage to the nation?

I've written several times to my senators and congress person, who BTW are all democrats; (Clue: NYS) and, all I get from them are form letters telling me that they will get back to me. This kind of insult to the people is indicative of the way we are treated from many politicians.
Well, I better not hold my hand too long on my BH waiting for a reply, because all I'll ever get is a giant blister.

But House Speaker Nancy Pelosi, D-Calif., has ignored calls by Republican leaders for a vote on lifting the drilling bans in Atlantic and Pacific waters, arguing that oil companies already have vast areas available for drilling but have chosen not to do so.
There's about as much oil there as there is intelligence in her head and love for America in her heart. She may be needing to use her scarf to hide her face soon.

I liked one of the responses I read from another FR thread.
That Alaska and Gov. Palin should declare states rights and just go ahead and start the drilling process up there. Force the D’Rats to demand enforcement and let the issue roil in the media and people.

George and the pubbies don't have a leg to stand on this issue ... but that won't stop them from clubbing the dims over the head with it.

Bush and Republicans in congress have tried to open ANWR at least twice before the current mess and both times were shot down by the leftists along with a handful of RINOs in the senate. The first time I can recall was back about 2002 and I remember than Coleman voted against drilling (I actually contacted his office to complain). Snowe, Chaffee, Collins and McCain all voted to block drilling.
