It looks like a turtle can't really be a "turtle" without its shell. As it appears that the shell is part of its exoskeleton.

Not sure about the skeleton? It has a beak and I don’t know of any 4 legged animals that do. I guess we can blame it on the Very secretive and mysterious Plum Island. An escaped experiment maybe? ;o) LOL
