Looks like it might be a mutant turtle, but not a tennaged one since as you note it is missing its shell.

It looks like a turtle can't really be a "turtle" without its shell. As it appears that the shell is part of its exoskeleton.

I kind of thought that, but on TV they pointed out that it had teeth. I’m thinking turtles don’t have teeth, but maybe some sort does.
