Psychologically, when a person starts a sentence with a negative, “I’m not saying (whatever)”, that’s exactly what he/she is saying. Because the person believes that, he/she denies it before saying it. (I was a psychological examiner for twenty-five years.)

Psychologically, when a person starts a sentence with a negative, Im not saying (whatever), thats exactly what he/she is saying. Well, actually, what he said was the truth. He didn't say that Obama was a traitor. But he definitely implied it!
