Blame his handlers, campaign advisors and well paid PR people.
He hasn’t, doesn’t and never will be capable of making a decision for himself.
He is just a media creation who has great voice inflection reading a teleprompter.

Barack Obama will not be coming to us, a spokesperson for the U.S. military hospital in Landstuhl told Der Spiegel. I don't know why.
Maybe Obama was afraid they would NOT be healed by his presence as he walked through the ward, thus revealing that he isn't a messiah after all.
