Mr. Obama will meet privately with Mrs. Merkel during his visit and is expected to be joined by Berlin’s popular mayor, Klaus Wowereit, for his speech. German government officials who have been in contact with the Obama campaign and political experts expect Mr. Obama to hew to the tradition of leaving politics at the proverbial water’s edge and not campaign overtly in a foreign country.
