This displays monumental stupidity on the part of this examiner. The most elementary issue for assigning any partial credit should be "does the answer attempt to address the question with any information at all?"
Since the student made no attempt to address the question with any information or analysis, the only reasonable grade is 'ZERO' and the examiner deserves a zero as well. Such a person is unfit to be in education in any capacity.

It might be worth pointing out that the US firm responsible for the running of the SATS, the distribution of the papers, the collection and subsequent re-distriubtion has had its contract terminated by the UK Gov. Law suits and compensation claims are expected to hit the firm hard, as aside from the IDIOT marking, this has been the most farcical SATS handling ever.
So thanks to these Muricans for failing to do this tiny job even half way right!
