A Lake in the Hills man arrested after ordering a deadly pufferfish toxin had a cache of weapons in his home and was named as the beneficiary of a $5 million life insurance policy on his wife, prosecutors said Monday.

Federal prosecutors also said that the wife, Rebecca Bachner, was the intended target in 2005, when her husband, Edward F. Bachner IV, sent out e-mails soliciting a hit man to carry out the "permanent retirement" of a 32-year-old woman.

Bachner, 35, was charged last week with the illegal possession of the deadly neurotoxin tetrodotoxin.

Federal prosecutors said the life insurance policy had a terrorism rider, which would pay Bachner an additional sum if his wife were killed by a terrorist act. Prosecutors declined to say when the policy was taken out.

At a U.S. District Court hearing in Rockford on Monday, U.S. Magistrate Judge P. Michael Mahoney called Bachner's behavior "unpredictable" and ordered that he be held without bail.

During searches of the couple's home that began with a June 30 raid, authorities found two passports—one of them expired—phony Central Intelligence Agency credentials and weapons that included a Glock 9 mm pistol, five garrotes and 50 knives, said Assistant U.S. Atty. Mark Karner.

Puffer Fish are the second most poisonous vertebrate in the world, the first being a Golden Poison Frog. The skin and certain internal organs of many Tetraodontidae are highly toxic to humans, but nevertheless the meat of some species is considered a delicacy in both Japan (as fugu) and Korea (as bok-uh). What kind of idiot insurance company wrote that policy? Mine called me and asked a lot of probing questions when my parents took out a million on my husband.

I'd say he was up to lacing some OTC meds to cover up his plot to kill his wife with some laced OTC med. Make it look like a terror attack with the goal to kill many. If he wasn't caught he would get the 5 mil and could also sue the company of the OTC meds that she took (that he actually laced). He had a lot of it when they busted him, more than what he would need to kill just one person.

That same month, two more people died as a result of Meling’s tampering. As with the Excedrin poisonings, Meling filled other packages of Sudafed with cyanide and placed the drugs back on the shelves in stores to make it appear as if there was a serial poisoner on the rampage. The motivation was to claim $700,000 in insurance from her death.
