The percentage of voters who give Congress good or excellent ratings has fallen to single digits for the first time in Rasmussen Reports tracking history. This month, just 9% say Congress is doing a good or excellent job. Most voters (52%) say Congress is doing a poor job, which ties the record high in that dubious category.
Last month, 11% of voters gave the legislature good or excellent ratings. Congress has not received higher than a 15% approval rating since the beginning of 2008.
The percentage of Democrats who give Congress positive ratings fell from 17% last month to 13% this month. The number of Democrats who give Congress a poor rating remained unchanged. Among Republicans, 8% give Congress good or excellent ratings, up just a point from last month. Sixty-five percent (65%) of GOP voters say Congress is doing a poor job, down a single point from last month.
Voters not affiliated with either party are the most critical of Congressional performance. Just 3% of those voters give Congress positive ratings, down from 6% last month. Sixty-three percent (63%) believe Congress is doing a poor job, up from 57% last month.
Just 12% of voters think Congress has passed any legislation to improve life in this country over the past six months. That number has ranged from 11% to 13% throughout 2008. The majority of voters (62%) say Congress has not passed any legislation to improve life in America.

ONe problem in most polling is that people say they don’t approve of the Congress, but do approve of their own Congressman. Add to that the fact that Congressional Districts are carefully gerrymandered to favor one party or another, there’s not much room for change ... only a few swing districts, and many, many Republicans who’ve chosen not to run for reelection in ‘08.
It may not be a landslide Dem year, but a lot of really good things would have to happen between now and NOvember to see much improvement for Republicans.
In every Republican Congressional campaign ad between now and the election, Nancy Pelosi and Harry Reid should be shown as the posterboys of everything that is wrong with the do nothing, good for nothing Democrat controlled Congress.
In all of McCains campaign ads, he should tie Obama to Pelosi and Reid - the Three Stooges of American politics.

They've been ineffective because they have been busying spending our money on needless and endless "hearings".

No one likes what Congress is doing.
Problem for the Republicans is that they are run by ineffectual RINO’s that can’t capitalize on the mismanagement of the Democrats because they have contributed to the problem. There is separation, but not as much.
So Bush remains the figurehead and the public by and large may blame both parties but remain under assumption Republicans have control and the RINO’s think by going along with the Democrats they will be spared.
This is all leading to a wipeout for the Republicans because their base despises them right now for their liberal lite policy, and the less informed don’t know of the Democrats agenda and intention cause RINO’s don’t have the slightest clue or frankly courage to separate themselves from it and advance a conservative agenda that the public would flock towards in relief.
Thank you John McCain and RINO buddies for the disaster you have brought the party the last few years. You took a Republican Majority that could have continued to grow, and threw it away on a pipe dream that liberal lite was a winning strategy.

Count me in as one of the 9%. Anytime Congress isn’t doing anything it’s doing a great job. Course, I’d much rather have a do-nothing republican congress.
The GOP needs to run on the fact that in the two years since the Democrats took over Congress, gas prices have doubled, the economy has tanked, and America has fallen into a credit crisis.
They ought to be asking “Are you better off today than you were two years ago?”
On the plus side, two years of total Democrat control should lead to a nationwide public revolt against the Democrats similar to what happened in 1994.
On the negative side, we may not survive two years of total Democrat control.
I agree with you, about RINO’s. In Oct. 2006, a pollster called me and asked whether I approved of Congress. I said, “No, they’re too liberal.” She asked whether I approved of President Bush. I said, “No, he’s too liberal.”
My aunt is about 70 now and a die hard democrap. I told her yesterday that the democrats were in power in the senate and congress and she kind of shrugged it off. This was during a political conversation. She claimed that if elected Mccain would start a draft. When I told her that the democrats already have a draft in congress proposed to draft all men and women 18-42 she shook her head vehemently and refused to see the facts. She didn’t want to hear it and refused to believe me.
They have their heads in the sand :-(
The problem is incumbents are close to 100% safe. Our political system is broken.
It may be time to revisit the idea of term limits.
I think the problem is each party allows the other to gerrymander. The “new tone in Washington” has encouraged such consensual corruption.
New Jersey? Connecticut? Rhode Island?
