You measure the distance to your visible horizon by taking the square root of 1.5 x eye height. So, if you are standing at the waters edge and your eyes are six feet from the ground then your visible horizon is three miles .....
At 45 feet of elevation the VH is 6.7 miles.

Not being a "seafarin' type", I've never seen (or had occasion to need) the method. So, my surmise that allowing drilling past 12 miles offshore eliminates the "tourist eyesore" aspect of offshore oil drilling was correct.
