Every ticket, when printed, had a supposed equal chance of winning. Prizes were determined based upon the expected number of tickets sold. That the top prize is no longer available because someone won it doesn’t change the game. A wise player, who knows how to check if the prizes have been claimed, would be at an advantage, but I think it’d be simply suggested to the lottery to not release those winners until after the game has been completed.
I don’t see a problem here. If they want fair games, they shouldn’t be playing the lottery.

This is NJ, where Gov Corzine just passed a budget with supposed “major spending cuts.” A joke. Almost all the “cuts” were to the property tax rebate program, and he increased spending for schools by the same amount. So the “cut” is really a tax and spending increase.

Isn’t the same true for the Monopoly games at Mc’Donald’s, and many other similar promotions? I mean the jackpot could have been won weeks before the game ends, and all that would be left would be the lesser prizes. But the advertisements do not tell the jackpot has already been won, so you are hoping it might be you, tempting you to continue to buy into the game.

The lottery commission has long been required by law to make publicly available the knowledge about which prizes have been won. It's been a long time since I purchased a scratch-off ticket, but in the small print on the back, there's probably an address and/or phone number if a person wants to contact about unclaimed prizes. Unclaimed prize information is also posted on the Internet at http://www.state.nj.us/lottery/instant/2-1_unclaimed_prizes.htm.
I'm not an apologist for either NJ state government or for the lottery commission. But if people are going to be stupid enough to waste money on a lottery in the first place, they should at least inform themselves about the details before playing.

This happens alot...just because the Grand prize ticket has been claimed, doesn't mean there aren't other, lesser, winning tix out there. Heck...the PA Lottery posts, on their website, which games still have outstanding (not claimed) Grand prizes. A smart ticket buyer could then buy accordingly.
Buying a ticket or two every now and then is fun...and yes, I have won (small and sorta medium cash prizes)...and to quote the old PA Lottery adverts...'You got to play to win.'
