Illegal immigration, for one. From my time in Phoenix, I don’t seem to recall any great effort to solving drive-by shootings, either.

I’d like to know what kind of crimes they do tolerate. Well, just like in any other large city department, crimes that have minimal political impact/fallout and crimes that the city D.A. won't bother to file on. In those types of crimes arrests may be made and reports written, but then the perp is released. Justice undone.
