Well, just like in any other large city department, crimes that have minimal political impact/fallout and crimes that the city D.A. won't bother to file on. In those types of crimes arrests may be made and reports written, but then the perp is released. Justice undone.
Well in this case the City DA doesn’t file drug charges since they are felonies. Our City Prosecutor in Phoenix only handles misdemeanors offences and the County DA, Andrew Thomas would file felony cases.
And in Andrew Thomas’ case prosecution is up over something like 400 percent over his predecesor.
