Unless it has an embossed seal signed by the registrar, it is worthless. Even a copy should be signed and sealed.
Apparently the state of Hawaii requires an embossed seal as opposed to a stamped seal.
Notice the borders are different.

the plot thickens
There are quite a few differences. The one with the seal appears to be a fairly current copy, bleed through stamp from back is from 2002.
Notice the differences. Font is different, border is different. Many other differences. Just kind of weird.
Birth Certificates should have a raised seal or at least stamped to show it was a offical document.
