To post a picture, use the HTML source code:
<img src="the image's address, begins with http://"
   width="width  of the image, in pixels"
  height="height of the image, in pixels">

Type it directly into the reply box. HTML is automatically detected and formatted.

There are other options, i.e., setting the image border and alternate text (which shows up when the Web browser software can not display the image, for whatever reason), but you only need to know those when you are using the image as a hyperlink.

Be careful when linking to images hosted on other Web servers that you do not control. Last week, I linked to a picture that got replaced with an obscene image by the Web server's owner. I recommend using tinypic.com to host pictures that you link to, or you may wish to open an account with flickr (or comparable image host).
