Obama is simply maneuvering for political gain. That's why he gets praised for saying it.

It is Obama’s “Sister Souljah” moment and the press wants to build up Obama’s “take responsibility theme.” The press knows this will help Obama look more “centrist.” It is a smart move, politically, but we all know Obama will do nothing to make dead beat dads more responsible or decrease illegitimacy.
